Erik Franckx is full-time research professor, President of Center for International Law, Faculty of Law and Criminology, Vrije Universiteit Brussel (V.U.B.).  He is currently serving as the President of the Belgian Society of International Law since 2017. He holds moreover teaching assignments at Vesalius College (V.U.B.); Université Libre de Bruxelles; Brussels School of International Studies (University of Kent); Institute of European Studies (V.U.B.); Université Paris-Sorbonne Abu Dhabi, United Arab Emirates, and the University of Akureyri, Iceland. He is appointed by Belgium as:  Expert in marine scientific research for use in special arbitration under the 1982 United Nations Convention on the Law of the Sea (2004 – ); expert in maritime boundary delimitation to the International Hydrographic Organization (2005 - ); member of the Permanent Court of Arbitration (2006 - ); arbitrator under the United Nations Convention on the Law of the Sea (2014 - ); and member of the national Commission for the Reform of Private and Public Maritime Law (2012 - ). He has taught more than 20 short courses since 1992 in the following countries: China, Greece, Iceland, Japan, Philippines, Russian Federation, Sweden, Turkey, United Arab Emirates, United States, and Vietnam. He was an invited speaker at more than 70 international conferences during the period 2006-2018 in the following countries: Canada, Chili, China, Germany, Greece, Greenland, Finland, France, Italy, Japan, Latvia, Lebanon, Malaysia, Netherlands, Norway, Poland, Portugal, Russian Federation, Singapore, South-Africa, South Korea, Spain, Taiwan, Turkey, United Kingdom, United States, and Vietnam. He served as a consultant to governments (foreign as well as the three levels of the Belgian state structure, i.e. the federal, regional and community level), international, supra national and non-governmental organizations. He was recently legal counsel on behalf of the Netherlands in the Arctic Sunrise Arbitration against the Russian Federation (2013 - 2017). He has published widely, with a special interest in the law of the sea (for a complete list, see http://www.vub.ac.be/people/erik-franckx). As a former student of Prof. Louis B. Sohn at the University of Georgia, Athens, USA, where he obtained an LL.M., he was privileged to be invited to update the second editions of the two major publications by the hand of this author with respect to the law of the sea, namely Louis B. As a Cameroonian career diplomat and academic, His Excellency Maurice Kamga has more than 25 years of experience in practicing and teaching international law in general and international justice, in particular. After being selected in 1995 as the ninth recipient of the United Nations Hamilton S. Amerasinghe Fellowship for the Law of the Sea, Mr. Kamga’s substantial body of research on the International Law of the Sea together with his extensive expertise in this field is widely acknowledged in the profession. Since October, 2021 he is a member of the ITLOS.

Professional Experience:

Professor Max Mejia is Director of the PhD Program and Head of the Maritime Law and Policy Specialization at the World Maritime University (WMU), where he has been a member of the resident faculty since 1998. Before joining WMU, he saw duty on board various naval and coast guard vessels as well as in shore-based facilities in the Philippines. His assignments included, inter alia, Commanding Officer of Port State Control Office Manila, Commander of Coast Guard Station Iligan, Deputy Executive Director of the Presidential Task Force on Maritime Development, and Assistant Chief of Staff for Navigational Safety. He earned his Bachelor of Science at the United States Naval Academy (Annapolis, Maryland, USA). Dr. Mejia took a sabbatical from the World Maritime University to serve as Administrator (Director General) of the Maritime Industry Authority (MARINA) from May 2013 to July 2016. MARINA is the maritime administration in the Philippines, tasked with integrating the development, promotion, and regulation of the maritime industry. As Administrator, Dr. Mejia was chief architect and implementer of a comprehensive reform of the country’s maritime education, training, and certification system as well as other wide-ranging maritime safety improvement programs. In 2013, Lloyd’s List included Dr. Mejia in its list of the world’s 100 Most Influential Persons in the Shipping Industry.

Professor Dr. Helmut Tuerk is a native of Linz, Austria. He obtained a Doctorate in Law from the University of Vienna in 1963 and thereafter a Postgraduate Diploma frrom the College of Europe, Bruges, Belgium. He  joined the Austrian Federal Ministry  for Foreign Affairs in 1965, serving as Legal Advisor, Deputy Secretary–General, Ambassador to the United States of America as well as to the Holy See. He further held the position of Director–General of the Office of the Austrian Federal President. From 2005 to 2015 he was a Judge of the International Tribunal for the Law of the Sea in Hamburg, Germany, also serving a term as Vice–President. Subsequently he was elected President of the Assembly of the International Seabed Authority in Kingston, Jamaica, and also held the position of Chairman of the Review Committee. He is  the author of numerous publications in the field of international law, in particular the law of the sea.
