Victor Hugo Chacon is a research fellow at the National University of Singapore since February 2019. He had previously been teaching at the International Maritime University of Panama as a law professor. Dr. Chacon has a great experience in maritime litigation and stood manifold times before Maritime Courts of Panama to represent clients.  He has a law degree from the University of Panama and an LLM (Maritime Law) summa cum laude from the Catholic University of Santa Maria of Antigua. Dr. Chacon received his doctorate degree from the University of Hamburg with Magna Cum Laude with his doctoral dissertation under the supervision of Professor Dr. Dr. h.c. Rüdiger Wolfrum, with the title: “The Due Diligence in Maritime Transportation in the Technological Era”. His thesis is published by Springer in 2017

Robin Churchill has been emeritus professor of international law at the University of Dundee (United Kingdom) since his retirement in 2016. Before moving to Dundee in 2006, he had held posts at Cardiff University, the University of Tromsö (Norway) and the British Institute of International and Comparative Law, as well as having been a visiting fellow at the European University Institute in Florence and at the Centre for Maritime Policy (now ANCORS), University of Wollongong (Australia).  

During his academic career Professor Churchill taught a variety of modules in international and European Union (EU) law. His research interests include the law of the sea, international environmental law, EU fisheries law and human rights, on all of which he has published widely. He is the author (with Vaughan Lowe) of The Law of the Sea (3^rd edition, 1999, 4^th edition in press) and has also written books on the EU’s Common Fisheries Policy and resource management in the Barents Sea, as well as numerous journal articles and book chapters on many different aspects of the law of the sea. He has given guest lectures and conference presentations in more than twenty different countries.   

Professor Churchill has acted as an adviser/consultant to various non-governmental organizations (particularly environmental and fisheries organizations), a number of foreign governments, the European Commission and the European Parliament. He is a member of, inter alia, the editorial boards of the British Year Book of International Law and the International Journal of Marine and Coastal Law.  

Jeffrey Blum has been involved in shipping and trading since 1972. He is the fourth generation of a shipping family, has been a member of the Baltic Exchange since 1976 and has worked with a Lloyd's underwriter and as a shipbroker, charterer, ship owner, ship operator, gasoil futures broker and commodities trader in London and abroad. Since 1984 he has been lecturing on several subjects of Maritime Studies and Law at universities and colleges in London and throughout the UK. He is a Visiting Professor at both the IMO’s World Maritime University and the Shanghai Maritime University and is a frequent guest presenter at residential conferences worldwide. Interlink International Trading (UK) Ltd was founded by him in 1994, providing maritime and commodities commercial claims consultancy and bespoke corporate training. His clients include oil majors, commodity traders, shipowners, P&I Clubs, shipbrokers, law firms, governments and international shipping organisations: www.intlinkint.com. In 2002, Jeffrey founded and is the principal lecturer of Maritime Education & Training Ltd as an independent provider in London of evening tuition preparing international students to take the annual examinations of the Institute of Chartered Shipbrokers. He has over 30 guest lecturers who support him in teaching many specialist topics of eight subjects either in the student’s office or at King’s College, part of the University of London. METL also offers bespoke training for companies and individuals who do not want to take the ICS exams but wish to improve their knowledge of maritime commercial subjects: www.metl.london. He has contributed articles to trade magazines and books for many years and is revising the 12th edition of a major shipping textbook. Past Chairman and Education Officer of the London Branch, he achieved Fellowship of the Institute of Chartered Shipbrokers by examination in 1979 (global 3rd place) and has served on the ICS International Controlling Council, Membership Committee, UK & Ireland Zone Committee and the London Branch Committee since 1983. Jeffrey is also a long-term Fellow of the Chartered Institute of Arbitrators, is a Supporting Member of the London Maritime Arbitrators Association (LMAA) and has been an arbitrator (both sole and tribunal) since 1994 and an expert witness since 1983. In addition, he has been on the Council of the International Commodity and Shipping Arbitration Service (ICSAS) since its inception in 2005.

Dr. Tara Davenport holds a Bachelor of Laws from the London School of Economics, a Masters of Law (Maritime Law) from the National University of Singapore (NUS), a Masters of Law and Doctor of Juridical Science from Yale Law School. She is a recipient of a Fulbright scholarship as well as an NUS Overseas Graduate Scholarship. She is currently an Assistant Professor at NUS where she teaches Principles of Property Law, Law of the Sea and International Regulation of Shipping. She is also a Senior Research Fellow at the Centre for International Law (CIL) at NUS, Deputy Director of the Asia-Pacific Centre for Environmental Law (APCEL), member of the Executive Council of the Asian Society of International Law, member of the Editorial Board of the Asian Journal of International Law and Ocean Development and International Law Journal. She is co-rapporteur for the International Law Association’s Committee on Submarine Cables and Pipelines and was a member of the Legal Working Group on Deep Seabed Mining Liability. Her research interests are in public international law, law of the sea, marine environmental law and international dispute settlement.

Ambassador Çağatay Erciyes is a career diplomat and currently serving as the Director General for Bilateral Political & Maritime-Aviation-Border Affairs of the Turkish Foreign Ministry since December 2018. Having joined the Ministry, he worked in the Diplomatic Missions of Turkey in Albania, Portugal, Belgium, Greece and the US. He most recently made two tours as Ambassador, in charge of Turkish Permanent Representation to UN International Civil Aviation Organization – Montreal, Canada (2012-2015) and Turkish Embassy – Beirut, Lebanon (2015-2018). Throughout his diplomatic career, he served in Ankara between his assignments abroad, mostly at the Maritime Affairs, Greece-Cyprus and NATO departments of the Ministry. Ambassador Erciyes represented Turkey in many UN, IMO, ICAO, NATO and other international meetings on a wide range of topics including disarmament, peacekeeping, crisis management, maritime safety and security, law of the sea and air law. Ambassador Erciyes is member of the negotiation team of the Turkish Foreign Ministry for maritime boundary delimitation and related issues. Ambassador Erciyes is a graduate of TED Ankara College-Ankara (1984), Faculty of Political Sciences of Ankara University (1988) and Rhodes Academy of Oceans Law and Policy (2002).  His personal interests include sailing, scuba diving, underwater archaeology, photography and graphic design.

Dr. Virginie Tassin Campanella is Attorney at Law (Paris & Zürich Bar), Dr. in Law from Melbourne & Sorbonne Universities and Founder & Director of the Law Firm VTA Tassin (Paris, Geneva & Zürich) delivering services in Law of the Sea and Ocean Governance to governments, organizations and the private sector. The firm is currently particularly active in Europe, Indian Ocean and Asia Pacific.

She is a Member of the Scientific Council of the Economic Law of the Sea Institute of Monaco (INDEMER), International Counsel of the Brazilian Law of the Sea Institute (IBDMAR), member of the IUCN World Ocean Group, expert for the IUCN French Overseas Territories and expert for the World Bank. She has been teaching and invited as a guest professor in various fora: Sciences Po Paris, HEC Paris, Lille University, Nanterre University, the International Tribunal for the Law of the Sea and the Escola Superior Dom Helder Camara. Former ITLOS Associate Legal Officer, Dr. Tassin Campanella worked for law firms, think tanks, international and regional organizations and the private sectors in Vietnam, Australia, China, Germany, France and Switzerland. 

Dr. Tassin Campanella is an award-winning law of the sea scholar (INDEMER 2011 and Brazil ESDHC 2016). She is regularly publishing in French and English and invited in law of the sea and ocean conferences around the world. She is currently preparing her third book “ Seabed Mining & the Law of the Sea”, co-edited with Robert Makgill (Routledge, 2022).

James Harrison joined the School of Law as a member of academic staff in July 2007. He holds law degrees from the University of Edinburgh (PhD, LLM) and the University of East Anglia (LLB). James teaches on a number of international law courses, including specialist courses in the international law of the sea, international environmental law, and international law for the protection of the marine environment. His research interests span these areas, considering how the legal rules evolve and interact, as well as examining how international law and policy influences the domestic legal framework. He also has a particular interest in the contribution of international courts and tribunals to the development of international law. James is an Annual Case Review Editor (International Environmental Law) for the Journal of Environmental Law.

As a Cameroonian career diplomat and academic, His Excellency Maurice Kamga has more than 25 years of experience in practicing and teaching international law in general and international justice, in particular. After being selected in 1995 as the ninth recipient of the United Nations Hamilton S. Amerasinghe Fellowship for the Law of the Sea, Mr. Kamga’s substantial body of research on the International Law of the Sea together with his extensive expertise in this field is widely acknowledged in the profession. Since October, 2021 he is a member of the ITLOS.

Professional Experience:

Professor Max Mejia is Director of the PhD Program and Head of the Maritime Law and Policy Specialization at the World Maritime University (WMU), where he has been a member of the resident faculty since 1998. Before joining WMU, he saw duty on board various naval and coast guard vessels as well as in shore-based facilities in the Philippines. His assignments included, inter alia, Commanding Officer of Port State Control Office Manila, Commander of Coast Guard Station Iligan, Deputy Executive Director of the Presidential Task Force on Maritime Development, and Assistant Chief of Staff for Navigational Safety. He earned his Bachelor of Science at the United States Naval Academy (Annapolis, Maryland, USA). Dr. Mejia took a sabbatical from the World Maritime University to serve as Administrator (Director General) of the Maritime Industry Authority (MARINA) from May 2013 to July 2016. MARINA is the maritime administration in the Philippines, tasked with integrating the development, promotion, and regulation of the maritime industry. As Administrator, Dr. Mejia was chief architect and implementer of a comprehensive reform of the country’s maritime education, training, and certification system as well as other wide-ranging maritime safety improvement programs. In 2013, Lloyd’s List included Dr. Mejia in its list of the world’s 100 Most Influential Persons in the Shipping Industry.

Nilüfer Oral is Director of the Centre of International Law (CIL) at the National University of Singapore. She is a member of the UN International Law Commission and Co-chair of the Study Group on Sea-level rise in relation to international law. She served as climate change negotiator for the Turkish Ministry (2009 – 2016).  She has also appeared before the International Tribunal for the Law of the Sea.  Nilufer Oral is a Distinguished Fellow of the Law of the Sea Institute at Berkeley Law (University of California Law Berkeley); Senior Fellow of the National University of Singapore Law School; and Honorary Research Fellow at University of Dundee. She is a member of the IUCN-WCEL Steering Committee. She was elected to the IUCN Council 2012-2016 and served as the Co-chair of the WCEL Specialist Group on Oceans, Coasts and Coral Reefs. Dr. Oral is the series editor for the International Straits of the World publications (Brill); member of the Board of Editors of the European Society of International Law Series;  Board of Editors of the International Journal of Marine and Coastal Law; Associate Editor of the Research Perspectives in the Law of the Sea (Brill); Board of Advisors for the International Law Studies Journal and International Advisory Board, and Chinese Journal of Environmental Law (Brill). She has published numerous articles edited several books, and has spoken at many international conferences.

Suzette V. Suarez is Professor of Maritime Law and Course Director of the International Study Program Shipping and Chartering at the Hochschule Bremen City University of Applied Sciences, Germany.  Previously, she served as Acting Professor for the Law of the Sea at the University of Hamburg.  Prior to embarking on a career in academia, she worked as an associate legal officer at the International Tribunal for the Law of the Sea in Hamburg. Prof. Suarez also served as legal adviser to the Philippine Government on public international law and law of the sea issues. She is the author of publications on, among others, maritime delimitation and territorial disputes, outer limits of the continental shelf, and offshore renewable energy. She is an Attorney admitted to the Philippine Bar and a Solicitor, England & Wales, UK.

Joonkoo Yoo is a Professor of the Korea National Diplomat Academy, Ministry of Foreign Affairs and concurrently serves the inviting professor of GSIS of Yonsei University. He has been a member of advisory committee of Ministry of Defence(MOD), Trade, Industry & Energy(MOTIE), and ministry of Science and ICT. He currently specializes in international law focusing on International Public Domains, cyberspace security, outerspace, and Artic issues and has served as a legal adviser for the cyber security UNGGE/OEWG, LAWS GGE, and SDWG. Professor Yoo has been teaching in Seoul National Univ. GSIS and Yonsei Univ. He served as Deputy Director of the Presidential Committee for the G20 Seoul Summit. Before teaching, Dr. Yoo was a legal adviser specializing in International Trade and Defence Acquisition with Aitken, Berlin & Brooman in Washington D.C..

Professor Dr. Helmut Tuerk is a native of Linz, Austria. He obtained a Doctorate in Law from the University of Vienna in 1963 and thereafter a Postgraduate Diploma frrom the College of Europe, Bruges, Belgium. He  joined the Austrian Federal Ministry  for Foreign Affairs in 1965, serving as Legal Advisor, Deputy Secretary–General, Ambassador to the United States of America as well as to the Holy See. He further held the position of Director–General of the Office of the Austrian Federal President. From 2005 to 2015 he was a Judge of the International Tribunal for the Law of the Sea in Hamburg, Germany, also serving a term as Vice–President. Subsequently he was elected President of the Assembly of the International Seabed Authority in Kingston, Jamaica, and also held the position of Chairman of the Review Committee. He is  the author of numerous publications in the field of international law, in particular the law of the sea.
